What is the (legal) definition of a stepmom?

When speaking to my friends, I would often refer to my mother as my stepmom. My friends would often ask me right away if my parents are divorced and if my father is divorced. I am a law student and it appears to me that the definition of a stepmom is simply someone who is married to your father. Therefore, one's mother can also be his stepmother. Am I correct?
