Is my mini fridge broken?

I defrosted my mini fridge and noticed that the wire going from the refrigerator to the freezer was just hanging off the bottom of the freezer. It didn't seem to be attached to anything. When I plugged the fridge in it was making a strange noise so I unplugged it. It the wire supposed to be just hanging there or is it supposed to be attached to the freezer.
